Just one question: Is the entire surrounding area safe so that nothing catches fire?
Please keep in mind that safety doesn't relate just to the spot right in front of you. In this situation, the worker may have needed a permit ... would have had to make sure that no hazardous chemicals, including flammables, were nearby ... would have had to take care of basic housekeeping needs, such as clearing away any wood, oily rags or other items that could catch fire... and would have needed a fire extinguisher in case of emergency.
Please - no matter what the job, look all around to make sure that the entire area is safe and sound.
